YouTube's Annotations is kinda cool but it's not meant for real captioning.  The tool requires a lot of work and is not streamlined and optimized for captioning. We at TubeCaption.com has implemented a dedicated captioning editor tool that allows anyone to caption on YouTube videos.

		<description>Absolutely!  I've seen a few video services out there offer the same features, but none of them have the market share of YouTube!  An API to do video annotations could also be a lot of fun, especially if they combine it on the front end so people can save and share annotations too - so you get each person's own perspective on a video.</description>
