I'm an example of person who browses the web without javascript. I turn it on only if the site really needs it to work.

What about html? You’re talking about JavaScript and CSS but not about the uses of html. I noticed several of the comments as well…focusing on the web standards issues and then focusing on JavaScript. These methods won’t solve the problems of the internet. You will ALWAYS have small businesses and individuals who can’t afford to pay someone to develop a web site and don’t have time to learn how to deal with CSS or JavaScript but know just enough html to get by. Sure you could create templates for these people, but something we’ve all loved about the internet is that it has allowed us to create individual web pages that showcase our personal bests. Why would we want to take that away from people? Why not just fix the browsers to support the different methods of creation instead of forcing out the individuality and accessibility to the internet? Sure pages aren’t always accessible to all users, but at least the opportunity to have a page is.
